I believe you are not quoting actual wattage but incandescent equivalent 900 watts. 900 watts in CFL would not fit in a vanity fixture. Also 900 watts would be a heck of a lot more than 16K lumens. More likely those are 42 watt CFLs. And yes, those will work for no more than 4 plants. Ideally 2-3 max.

Sounds like you are just starting out. I would recommend getting the "Buds For Less" CFL book if you want to do it correctly.

Oh, and no mirrors. Don't use those. Use mylar...panda film...flat white paint...either of those.

+rep for Tanuvan, great advice. Definitely those are 42W bulbs, 2-3 plants max is right (I'd just leave it at 2), and if you want to take it up a notch, ditch the vanity fixture and find some way to position lights all around your plants for maximum effectiveness. You might try gooseneck desk lamps with Y-connectors so you can put 2 lights on each lamp. When all lamps are fixed to the same plane like that, your light positioning options are limited.

To be honest...your going to need at least 5 lights per plant once they start to get any size at all. I went to a total of 7 for 1 plant...and that proved to be just enough to get some decent growth. If your going to grow 4 or more plants...i would reccomend getting a 400W HPS...you'll be happier in the long run.

And another thing....don't use vanity's...they take away wattage....stick to just simple lamp sockets, or some little desk lamps.

Look at my gallery...you will see my plant grown with 7 cfl's...now that's what you want to see when growing a plant, hardly any space between nodes...and FULL of bud sites...mind you i'm not a rookie grower and i did use a few different techniques...i first topped the plant at 4 weeks old...had about 9 nodes already, and then after 2 weeks more i started to LST (low stress training) all the side branches to produce more sites on the branches.
