How many of these should I use for two plants?

At that price I wouldn't. Like Ringsixty said I would go cfl's. Would be money better spent and better coverage. IMO

This is the most cost effective way I can find to add LED to my existing system.

I have two portable lamps that I can use them in. Will that be enough?
They might help, but your money is better spent elsewhere.

Are you trying to add a spotlight, or just more light in general? Look into T8 LED tubes. You can get "tombstones"(the end connectors) for cheap, and the tubes are $20-50/ea in most spectrums. It's not a ton of penetrating light, but they're meant to be used within close proximity.

Don't buy that one either, at least once a month somebody pops up online asking about that panel.

If you try to return it, they just let you keep it. It's worthless, literally.

I was speaking strictly for a supplemental light, as a main light you are correct, it is useless.

roseypeach, if you really want edison reflector bulbs you can get them with 3watt diodes (try aliexpress perhaps) red/blue, 12x3w around $30 ea I pulled then lens off as they are too narrow beam but probably still better than those you listed (i'd say)
