It's not a cut and dried situation.
Here, let me show you two situations.
A black man or a white man ordering lunch from a person who is fine with the interaction isn't using offensive force if the encounter is mutual and voluntary. As both clearly consent to the encounter.
A black man or a white man who creates an interaction with another person who makes it clear they aren't interested in interacting and seeks to be left alone. What would you call the person who disregards the wishes of the person seeking to be left alone, the person who creates an unwanted involuntary interaction ?

It was an interesting site guns, explosives even stolen gold was being sold, hitmen, seriously brutal ISIS killings the site had most everything on the darknet.
