Hydroponic Nutrient Labels Confusion

When you see a hydroponic solution such as GH Bloom it says (2 - 1 - 6). According to the label this means 2% Nitrogen in various forms , 1% Phosphate, 6% Soluble Potash.

Heres my question..

If someone says a plant needs 80ppm of phosphorous does that mean it needs 80ppm of phosphate?
