I cant afford a mistake PLEASE HELP

I am new in that I did a 2000 watt grow some years back with a sealed room and co2. I did not control humidity and lost most of the grow to mold, ignorance and neglect.
Now I am close to ready to try again on a smaller scale with a very minimal budget.
As of now I have a room “shell” that will be finished in 2 days. It will only be 4 foot by 7 ½ foot with a 9 foot sealing.
The materials on hand.
2 large carbon filters
2 cool tube hoods
1 small open hood satiable for 250 watt bulb
2 1000 watt ballast
2 600 watt ballast
2 400 watt ballast
3 250 watt ballast
2 1000 watt MH bulbs
6 or 8 400 watt HPS bulbs
3 250 watt HPS bulbs
2 440 CFM duct blowers 6 inch
2 fan speed controllers
1 oscillating fan
programable thermostat controllers that could be used to run the fans
a bunch of timers
associated duct material.
The room will be air tight. I do not want to start out using co2 as my budget does not allow
The room has 6 inch thick insulation on all sides 1 foot above and 1 foot under.
A steel foam filed door.
2 20 amp dedicated 110v runs from the breaker box.
3 doors to the outside with a security cam inside the grow room to check the other side of the door.
I will do a radio frequency sweep for potential radio noise from DC to 2 GHZ

Here is what I am thinking. I will pull fresh air from a protected part of the basement.
The air will enter from a Styrofoam cooler placed inside another styrofoam cooler with noise baffling. This will vent to the floor of the room
The air will pass through the 2 carbon filters that will be placed at the sealing causing a constant negative pressure in the room, through the 2 cool tube ballast then be vented to another 2 cooler baffling system then passed to a 10 sq ft. mixer box with a negative ion filtration system.
There is a room that is air tight outside of the grow room intended to be used as an air lock.
The actual grow space will be 4 foot by 4 foot by 9 foot high with 2 lights evenly spaced in the center. I plan on starting with 2 400 watt HPS bulbs only because I have them. Then later switching to 2 600 watt bulbs.
My first room was no easily accessed, 30 miles away and a bad winter caused problems with getting there consistently. This room will have 24/7 access.
I plan on using soil, sea of green.
Unfortunately my new budget is very low so I don’t want to make costly mistakes. It is so low that even seed and soil will be a strain at first. At this time I don’t have AC in the budget so co2 is out and I will be relying on outside air for cooling.
So the question is. Is there any problems that stand out?
This will be a private stash grow room. Will 16 squar feet keep me buzzed?

Stick to either 1x 600w for veg and 1x 1000w for flower. Its only a 4x4 space. I don't see why someone would use more than 1000w in a 4x4, especially if its for personal. You have 16 square feet, plenty of space to pull 1.5lb done right. Maybe more, never used 1000w in only 4x4 area.
All sounds rather complicated but I guess your doing everything to ensure its not detected.

Sounds very complicated. Almost sounds like your making an end of the world bomb shelter. Im guessing u live in a bad neighborhood with people u dont trust all around. The lights u are using give off a lot of heat. Make sure u have adequate fresh air. Blowing warm air from outside wont help with how hot those lights get.. Maybe check into better lights that dont get as hot or at least make sure u monitor ur temps and adjust accordingly. 75-85 range is good from what i've read.

Thanks for the replies! I live in a state where the laws are the worst in the nation with a bunch of over zealous law enforcement that love to do the seizure without charges thing. Just when you think it is over they send you to drug and alcohol classes with 6 month concealing for an extra couple of grand. I am an old fart who has been smoking since the 70s now disabled who wants nothing to complicate life.
Would 2 400 watt lights and hoods be better for spreading out the light more evenly?
All but the 2 1000 watt ballast were scrounged from connection at salvage yards, so they have minimal value
