Is 600 watt hps too much light for veg

no matter what light you use for veg, keep it as close to the plant as you can without burning it. i would personally use the MH for veg, the blue light promotes healthy growth without too much stretch. hps has a much redder spectrum that makes plants grow taller, but not as dense.
something to consider, if you veg under a hps, then switch to flower under the hps, you won't get a lot of stretch. if you veg under to MH then switch to hps for flower, you'll get a lot more stretch. so if its short now, use the MH for a couple of weeks, then flip it to 12/12 under the hps and it'll stretch at least 50%, maybe a good deal more

also, its kind of hard to see how big a pot its in, plants get root bound rapidly in veg, i usually up pot at least twice during veg, then again when i flip to 12/12.
if your plant is root bound, it won't grow any more till you put it in a bigger pot

Lowering the wattage on your light will definitely not make your plants larger. If you want your plants to get bigger your going to have to keep vegging. And it looks like you topped it. In my experience it takes the plant 2 weeks to bounce bake from topping and start growing again. Genetics could be at fault some plants will not get large. The more light the bigger the plant will be. Turn your wattage back up let it veg. I wait until my plants show their sex before i flip my light thats how you get the trees.
Just 2 cents here. After topping it should take about 5 days on a rugged plant for the 2 new shoots to start taking over. Make sure you remove entire stem from the old terminal. Leaving it long will result in much slower growth from the new tops.

K thanks should I retop ? How many times can u prune a plant I've done it once she looked clean than a week later she's bushy again. I was wanting to prune leaves growing towards plant to keep from covering light . Is it a good idea to prune every couple weeks to keep her clean?

Greetings, I prune when I see something that needs attention. Could be once a week or 3 times that week. Just don't do a massive defoliation and topping then throw it into flower the next day.

20170509_191300.jpg Top as many times as you like. Let them fully recover from the toping and show good growth from the new tops before you flip. How long should you veg? Long enough to almost fully fill your area. Be mindfull that after the flip they will double or more in size. This is 2 days after flip and 5 fays after. Your electricity is the most pricy expence. Any area that unfiltered light hits the floor is money in the trash. I veg under 315. Almost the equivlant of 600w hid. I germonate under it at 4 ft and dont move it the entire veg letting the plants grow up to the light. Flowering under a 630 at the top of my tent. I dont lower to optimum distance 18 inches with this light untill after strech is over.
