Is Loose Piece Noise Normal In (Sunmaster) HPS Bulbs?

i received a 430 watt son agro bulb the other day that sounded the same way. I could hear something in the base. I screwed it in to my florolux 400 watt and it wouldn't come on. I could see the blue electricity in the inner tube but the light never kicked on. Now Im in the process of sending it back but I hope my lamp isn't messed up. The other 400 watt bulb works fine.

My vote is not normal. None of my bulbs have ever sounded like anything is loose in them.
