Is my plant smaller than it should be? 15 days after sprout.

I'm a first time grower and I'm unfamiliar with the grow rates. They sprouted on 4/10/17 so that is 15 days ago. Strain is Northern Lights Feminized so Indica dominant. Using 4 23w 5000K Daylight CFL bulbs. After reviewing others grow logs I'm worried that my plant is smaller than it should be. So my questions are, Is it growing slower than it should be? and if so what do you suspect is wrong/ how do I fix. Any help is greatly appreciated.

(Leaves are slightly burned from using nutrients too early, problem has been corrected however)

Could just be a runt? When growers start with seeds, many plants will be healthy and strong while occasionally there will be a runt that is healthy looking but slow growing compared to the rest. If it is a runt it can't be fixed. Do you have other seedlings to compare it too?

You don't need 4 bulbs for that plant unless you like wasting electricity, just one bulb or sunlight at a window when plant is young.

Looks fine don't fret, too many variables in seeds/strains to have a "right" size at 2 weeks. If the new growth is green just don't over water or over feed and let it do its thing.
