Is this normal? Seedling curling

The only thing I can notice from this blurry picture is your seedling is super stretched out. Put light closer and bury that stretchy stem

You might want to start your babies under CFL. Move them to the HPS after a week or so.
Also you should be vegging under a MH not HPS.

I have looked into the hps lights and it's the sylvania grolux one I have that's great for veg and flower due to added red and blue spectrum. ...not the hps. shp-ts one ... I have kept light fairly high due to heat from them but I am going to lower it today as the 9 inch fan is aimed at the light on a rotation

All babies should be under cfl, you want the lights close without causing any damage. A lot of new growers get caught up in 2 grow stages (Veg and Bloom) but theres really the 1st stage which is seedling stage. You should very much use MH for veg, however if you are comfortable with a "dual purpose" bulb thats definitely your choice and I'm sure you will have just fine results.

I have had 100% success with seeds. The keys to success are light, moisture/humidity and pH. i like to use small greenhouse enclosures so that i can put the CFLs on top of the dome. no more than 12" from the rockwool that i start my seeds in.
