Leaves curling up on only one plant

Hi, I have two plants in a 100 gal pot. The plants are the same strain, both clones. One seems to be fine and going about normal, and the other one has it's leaves curling upwards, and the buds / colas are a lot smaller. I gave it about two or three heavy feedings in a row about a month ago, since then I watered it once with no nutes, and just watered it yesterday with Bloom and Cal Mag a little less than half feed, and about .5 ml per gallon of silicon.

Could it be possible that one plants is dominating the other one under the soil, leaving the other one with less food and water and poor root growth?
