Light green / yellow droopy 3 weeks grow

Hello guys , I'm a newb for growing cannabis , I'm currently indoor growing king kush into a grow box with 400W CFL and 2 100W Led bulbs and using soil , as you can see in the pictures , I'm in my 3rd week of growing and the following took place :

1- last week the first two leaves started having white/brown tips and they started getting dry. I waited a couple of days but nothing happened and the tips got crunchy , i tried to flush the soil as I was treating them as nute burn. And using scissors I cut the infected tips of those two leaves.

2- I got 4 more leaves in the 3rd week and they started fine green and healthy and 3 days ago the leaves started getting droopy and ALL the leaves are having this light green hue to them.

I don't over water , I only water when the surface is dry and the moist is gone.

I live in Egypt , we don't have pH pens nor most of the equipments and stuff I've been reading about online for weeks , even the gardners that we have in egypt dont have the baisc knowledge of growing weed since weed is illegal. The only types of nutes you can find in the market are for normal fruits/veggies. We only have one type of soil , natural or artifical soil, no coco soil, no nothing from what I've been reading about , even the fucking CFL bulbs I had to buy from out of Egypt , basically I'm growing here with the scarcest and minimal resources due to that i I live in a fucking 3rd world country and we can't have nice things. Needless to say tap water here has chlorine in it , so I use mineral water for the watering. I did a little test to see if my soil is acidic or alkaline using vinegar and the soil sample kept fuzzing after I added the vinegar which says that I have alkaline soil. Yesterday I sprinkled some ground coffee around the plant and watered it. Woke up this morning , nothing changed (nor better or worse). In conclusion

Is my baby suffering from :

- Nute deficiency ?
- pH levels ?
- poor watering practice ?

I honestly think that you have just got a Bad Seed,either that or you have done something really wrong,But bad seed seems more likely,

Pull it and start a fresh,Go with a good seed company,And try to buy more than one seed all ways germinate,Two if you are only doing one,Then at least you double your chances of getting a good seed,I normally pop a pack of 5 and Pick the front runner out,Or Runners.

Then i will grow them up for a while at week 3 from seed the seedling should look a lot bigger than this,You will know what one to choose for the full grow ,i go on looks ,but if they look very alike then i go on smell ,Smell will give you a idea if its going to be loud at the End .

Thank you so much Bro , well you just alerted me that it might REALLY be a bad seed , coz it was stored for a long time too .. I planted another one with this one but it was a white widow autoflowering and it grew a lt better...well I won't give up, I'll still try with it ..who knows lol

Not nearly enough light, too much nutrients for the light they are getting causing a bit of burn. Possibly ph issues also causing the nutrients to not be used properly also.

What kind of soil? What nutrients, if any are you using? Did you adjust the ph of the water before or after adding nutrients?
