Lights on Seedlings?

How low, where to put, lights on seedlings in rapid rooters? Flors. not hids. ?? Put to close, still wet but fell over and look like they are pushing up the daisies....

I put a 400w MH about 20 inches right when my seedlings sprouted...and they did well. Pics in my journal.
