Mites, gnats, aphids, or??

Been reading as much as I can and sorry if this is gone over non stop but I didn't see any answers on bugs that looked exactly like this. I swear they came in fox farms happy frog but it's summer, doors get opened, things fly around etc. anyway they are hard as shit to kill, neem seemed to knock em back best out of SNS, sm90, and some mite spray from the local grow shop. Dunks in SNS? They laugh at that. They don't seem to hang out on the plant, more cups and top of soil. And the clones are doing ok for all the treatments they have seen. One of two seedlings is struggling some but was never super vigorous. Yellowing lower and twisting leaves, funny spots. There are flyers which has me scared its aphids. I donated one clone for science and dissected and didn't see anything on the roots but it was not long after a neem treatment. The main room seems clean (so far) so I hate to bring any bugs in on purpose. Any help is appreciated.

if its not bothering ur plants why get stressed over it...I don't recognize it but even a soap spray should kill it

This is my concern dude...
I don't have bugs (that I've known of) in the flower spot. Would rather not knowingly bring them in and fight in flower if they're bad. Just trying to identify what I was dealing with.
