My Optimal Closet Setup?

I really need some good advice on this one. I have going crazy trying to read all of the post and figure out the best way to set up my closet. I just have a few questions I would like some advice on..

Firstly.. my closet is 4' wide x 2' deep x 8' high.

It has a shelf at 5 1/2' high ( 4' wide and 1' deep). I hung from the top 2 shop light fixtures from walmart 4' wide and they fit perfectly. But, my second light is serving no purpose because one of the shop lights covers the whole shelf. I plan on using a 400W HPS for flowering chamber
I have read several places that it is best to put the Flowering Chamber above the Veg. Chamber because it is the hottest.

1. Should I put the flowering chamber on top?
-IF So, should I remove the current shelf and partition the closet at say 2 1/2' or 3' high? This would leave the bottom chamber for Veg.

2. Should I leave it be and widen the current shelf to 2'x4' so that it partitions the two chambers?
-This would leave the top chamber for veg. I would then hang the 400w HPS from the shelf and use the bottom for flowering.

3. How can I devise a better method of raising and lowering the floros other than chains? ex. a pulley system?

* Apartment closet with a regular door centered.
** Either way the flowering chamber would be lightproof.

Come on guys.. I really need help with this. I don't want to continue my setup until I know the answers to these questions. :( I would really appreciate just 1 minute of your time to reply. Thanks in advance!!

Cloudflyer: My closet isn't as wide as that and doesn't have sliding doors.

This would boost your output of weed. But you would have to make sure the light from the veg room wouldn't go in to the flowering room and mess there light cycle.

2. Should I leave it be and widen the current shelf to 2'x4' so that it partitions the two chambers?
Sounds good, but its hard to control heat in a closet from a even a 400whps, im doing this and required venting and such.

3. How can I devise a better method of raising and lowering the floros other than chains? Exactly man use a pulley system. Pulleys and rope would be cheap at any hardware store. Why not use chain but? much easier.

Mr I Can Do That For Half
There are light hangers or yo yos that retract up to where you want then roll out like a yo yo when you need to lower it.If you keep the veg ontop you have to make sure no light gets to the bottom where the flowerin is happening.

You could but, Can you possibly veg some where else and use the closet strickly for flowering once you get things rolling? This will make light proofing easier and give you some room to work etc.

3. How can I devise a better method of raising and lowering the floros other than chains?
I came up with a simple pulley system using parts from home depot. I try'd to dig up some pics of that set up but can't find any. I used 4 hooks, 3 pulleys, 1 anchor, and some rope. Very simple. Or those quick selfing brackets that you can get from most stores.
