Need to build a grow tent for $100 or less...

Hey guys, my third grow is here and this time I want to ensure a sterile environment as I'm growing in an old basement. I can only afford about $100 for a tent and I have a 400 watt and 1000 watt hps. The dimensions I was considering were 8' H, 8'L, 3.5 ' W.

I'm wondering if pvc would work. Hanging lights shouldnt be too much of a hassel as I I'm going to hang vertically without wings so it will be very lightweight.

Would it be cheaper to build a wood frame? I always find it difficult to find elbows in pvc tubes at home depot.

Furthermore, Is there any type of b/w poly of panda film available at home depot or do I have to order online as I don't think I have time and the money for both.

Also the volume is 224 cubic feet....The cheapest panda film I've source comes in 1 foot portions that roll out to ten feet in length...Does that mean I need like 23 portions?
