Never seen this before. HELP!

I'm new here n don't know how to include pics. Instruct plz. Problem with outdoor grow is plants have single leaves all over them. Have kernel size buds that have brown hairs already in July! I've seen this plant in a few gardens. Identified by the many single leaves and thickness of them. Spose to be Sour D. Also, Should I remove the buds? I've grown for many yrs in/out and am a breeder and have consulted on many problems... never saw this oddity.

Was is a clone? Might have been already in budding process.. allow it to reveg (if you have time..) dont remove em.

Yeah had some odd things this year too.. had my agent orange grow a few leaves ontop of other leaves.. these were full fan leaves inside themselves.. odd.
