New Outdor Grow

i started an out door grow like 2 months ago. I planted some seeds in a mix of soil/dirt. After i did this it was cold az fuk and it snowed a couple times, and i thought they died. I checked up on them and they were growing. There about 5 inches or so. They look all droppy, the bottoms leaves look like they were dry/yellow. So i watered it. I planted so more seeds also and gonna check up on them next week. Also is it true to plant seed about 5-6 weeks before the jun 21. like the longest days of sun? Arizona HERE
