New to the forum, would like to ask for some info on how best to setup fans

New guy round here, howdy all :)

I'm doing my first grow and have built a flood and drain system that works a treat but I'm having some heat issues :-(. I have purchased a cool tube which got my temps down from about 36-38c to between 27-30 (depending on ambient temps), I know this is still not ideal for the plants so I was just wondering if anyone has an idea or two?.

Here is some info on my room/grow:

Grow Room: 42"W 20"D 62"H
Light: 400W HPS Cooltube
Fan1: 28W 4" 187 M3/h
Fan2: Small bathroom extractor fan (not 100% on spec I will find the box if it’s really important?)

There is diamond Mylar covering all walls and base, Fan1 is directly connected to the cooltube and takes air from the room and extracts to the room adjacent, Fan2 draws air from outside (I was thinking of buying another of the Fan1's to change this too). The ballast is also in the next room with all the wires and timers.

Just a small note, a friend of mine said that by using one fan to draw and another to extract is inefficient as air will be drawn from the place of least resistance anyway so I should have either both extracting or both drawing air... Any thoughts?
