Newbie buying a grow tent kit...

However, as a newbie I'm just not sure on lighting for this one. 2 x 200w LEDS and a CFL 2700k and 6400k. It states: "use 6400K for growing stage, use 2700k for flowering stage, use LED for the full cycle to gain full spectrum for your plants". Just to be clear, is this suggesting one LED and one CFL light to be on at all times? If so, how would that be set up? I thought the lights were to be central to the plant/s...

If anyone has any suggestions on kits in that price range and energy efficient please let me know!

Welcome to RIU! There is lots of good info here, you just have to do some reading.
I am stateside so am unsure of what is available to you there. The ad you linked seems to say that you should run both LEDs and one CFL per stage (one for veg, one for flower).
Here is seems much cheaper to buy pieces separately than to get a bundle.
Good LEDs do use less power but I notice it doesn't tell you what kind they are, they may be cheap junk.
I know there are several good growers here in Australia. I would start a post with "Supplies available in Australia?" to get better info.
Some things to keep in mind. What medium are you planning on using? What is your temp in your grow area? What type of plant are you planning on growing? All these things may affect what lights, tents, fans, etc you may want. Better to get the right supplies now, then to figure out you need bigger/better/different things once you have started.

that appollo light might be better, but otherwise the other package is a lot better deal. i'd buy the cheaper, larger tent, and look into buying a decent light seperately,

That tent is ok 4 one plant, id buy a larger tent, & a seperate light set up, yes it will cost more , but if end results count!!
