plants lower leaves growing ok but top leaves are curling whats wrong ??

If they`re twisting/curling, its likely calcium related.

Need more info hun...
Hydro or soil?
Indoor or outdoors?
What pH are you at?
What lights you using?
What are your temperatures?
What kind of peppers-- some curl naturally!!

A photo would really help-- but all that info is needed- since so many things (heat, low humidity, pH issue, too much/too little nutes etc...) can cause leaf curl!!
