i am going to be propagating seedlings for my outdoor summer grow bout april 1st or so my question is,,,i currently have a 48" t12 fixture w/a 60w cool lamp. would i be better off losing 20 watts worth of lumens and going w/a 40w full spectrum agrosun?

No. dont get the full spectrum, unless you want to grow bud inside... Cool white light is 5000K or more 6500k its blue spectrum, plants can only abosorb this light during VEG. when in Flower, they need 2300k - 3700k Warm light Red Spectrum... they only absorb this light during flower.. now since you want to plant outside, use the 60w t12 cool lamp... grow them untill april 1st, either dig out a hole in the ground where you want them fill it with good soil or have them in large pots 5+ Gallon for outdoors. either or. So goodluck you'll be planting outdoors half a month before me :P goodluck to ya lad.

When you put your plant(s) outdoors nature dicates when it/they will flower. The only thing that you can do about this is put them outside later. That is if you don't want them sitting outside for several months.
