Rose Bush Analogy

My gf just asked me:

"Can weed be harvested like a rose bush; you cut off a rose and a new one grows, so why in all the harvesting tutorials does it call for the uprooting of the plant?"

What happens if you just snip the buds off instead of pulling, hanging, drying, etc?

If you keep a 12/12 cycle, will it start generating more buds? I figured we hadn't discovered the secret of everlasting buds and since I don't have a clue, pose the issue to you.

Thanks

roses are perrennial plants, meaning that they hibernate and come back the following spring. marijuana is an annual plant, meaning that once it flowers it dies. in nature when winter is coming and the male plants pollinate the female plants and produce seeds. when the female plants die they drop these seeds and they pop up around spring.
