I would keep it "damp" and wait for the roots to come out of the bottom. I'm using the smaller cubes and going into a water/nute solution when the roots come out the bottom of the rockwool.

In a 4" Rockwool cube you will be waiting awhile, like 2 weeks at least, until the roots start to leave the cube, so the option is yours as far as transplant time is concerned.
Personally I would transplant the cube now, but do not overwater, as Rockwool holds a lot of moisture.
Good luck

I would place it into it's permanent home/bigger pot as soon as it sprouts as long as the light isn't too intense. You can wait for the root to pop out of the bottom and show itself, but being able to see it won't make the roots grow any faster, if anything it would be less stress on the roots to already be wherever they're going to go by the time the taproop sprouts out of the bottom of the cube.

You could have grown that plant to harvest in 4 inch rockwool, just so you’re aware. I understand you wanted to run soil or whatever, (wait you are in hydro derp...but anyway) the cube would have done great. You can grow 12’ tomatoes in 8” rockwool, and pretty nice trees in 6”. I know a guy who ran four inchers from clone to harvest, for quite a while. Its an amazing medium that way.

I start my seeds in 4" cubes (ebb and flow) and grow them for 5 weeks, then dump them into a 3 gal Hydrotron RWDC system and grow them too finish, and get 5' Sativas and 3' Indicas with no issues, indoors under 1800 watts HPS in a 6'x6' area (12 plants)
It's a good medium for transplants that allows for a great amount of root development.
I love 4" cubes.
