Seedling veins going yellow

This is my 2nd grow using Northen Lights using a different soil (the old one was Miracle Grow which had nutrient beads in them which caused nutrient burn the more i would water it), this is just steralised top soil.

The newly emerging leaves are yellow as are the veins in the existing ones. its also very slow growing, the pic is about 3 weeks into the grow. pH seems to be alright, around 7. temperature of room is standard (22 degrees Celsius), Light is a Cool White fluorescent light around 6 inches from the plant. I'm watering it every 3 days or untill the first 1cm of soil is dry but the soil below is still damp.

Any advice would be helpful.

Top soil has little to no nutrients(especially when "sterilized") in it and I think your plant wants something at this point. If you are going to grow in soil, just use one of the decent organic bagged brands like Roots Organic or Fox Farm -- tons of non-miracle grow solutions out there or better yet just mix your own with some of the recipes in the Organics section. The problem with the specific MG soil product that you used is not that it had nutrients in it, but that those nutrients are time released which is why you would burn with every water. Transplant into something decent, it might take a couple days for her to adjust, and then use water for the first 2 weeks or so or just switch to some form of hydroponics if you want to work with a sterile medium.
