Seeds. What is their legal status?

Hello fellow humans (and Alaskans).

I've read many posts that bad mouth seed companies and complain bitterly about customs (often ICS of Chicago) confiscating the posted seeds rather than complete the postage (shipping for Yanks).

I thought it was perfectly legal to possess, sell, send or give away seeds?
That laughable disclaimer about how 'These seeds are sold as a way of cataloguing the DNA....Yabba Yabba....and we do not condone the attempt to germinate and grow.......'
(Yeah! I often pay $15 for ONE SEED then I can show it round at parties and boast about it's remarkable genetics - but I'd never attempt to grow it because that's illegal.......)
There is also an age restriction. 18 years and older to buy.

Obviously everyone knows why these seeds are bought but legally I thought it was the stuff of basic freedom...?

Anyone who can explain what's actually happening, legally, when these seeds are intercepted and stolen, will be doing me a favour.
