So after spending 270$ on two packs from two separate businesses, getting at least one old seed pack and failing to germinate 19 seeds, we decided to contact other retailers and ask them some questions before ordering this 120$ strain. We emailed three companies we hadn't tried before, explaining our predicament and asking about the freshness of their seeds. Only one replied.
Sensible Seeds emailed us back, saying they were sorry to hear about our problems. They said that their policy is to order the seeds as the orders come in from customers and they are delivered the next day to them from a supplier. This ensures that they are fresh as they do not sit in stock. They said that their supplier's stock is less than 6 months old and stored in an optimum enviroment. Just the fact that they responded with a curteous message was probably enough to get our business, since no one else had the time. On top of that, it sounds like they are our best bet for fresh seeds.
