Solarizing FFOF soil advice/should I even do it?

I just bought my bag of Fox farms oceans forest soil, I hear it is known for having a lot of gnats and should be Solarized, all i know is to put it in a bag and leave it for 24 hours.. what do you guys think? should I even do this?

And when transplanting to outdoor when is the best time to do it, night time or day time?

i use the same soil and have never had problems with gnats i think it would just be a waste of time
