sour diesel clones not rooting

I cloned them at the same time as another strain and it all went fine. I cut the stem at a 45 degree angle, sprayed bottom inch with water, and put them into peat pellets, inside a dome. Sprayed 2 times a day until all my clones started to droop. I think it was overwatering from the spraying so I let them go without spraying for awhile. They look as healthy as the day I cloned them. I pulled one out of the pellet and it didn't have anything for roots. just strange that the others did ok and these didn't. Any ideas?

Sorry I forgot to mention that I used the root tone powder. I pulled 2 of them today and all that was there was a hardened end. It had just dried up where I had cut it. There are 3 left that seemed not like they might have some roots started. They didn't come out with a gentle pull like the others so maybe those are ok. Thanks for all the replies!

if you spray the stem with water after you cut.. that makes no sense.. you need to dip in the hormone(gel) so air doesnt get to the open wound .. i think spraying would force little pockets of air into the stem
