Starting with lights!

Well its that time of the year again. Time to get shit rolling! So long story short, I usually start my plants in windows of my old apartment. It used to get ALOT of sun. They used to be monsters when I put them out. Last year I moved. Tried the same thing in my windows and they stretched like crazy! So this year I'd like to try some kind of light without breaking the bank! Any ideas on what to get? All I wanna do is start them and get them over a foot. Any suggestions would be great! Thanks!

I have a small 2 foot 4 bulb t5 lamp that I think i paid under 100$ for. I use it for my clones sometimes.
Seems to work great, and it has 2 switches so if you just want to run 2 lights instead of 4 just switch one off and there ya go.

People may say otherwise but I have had great luck starting seedlings under a
"300 w" Mars led also.

I used a mix of 12 CFL's and 4 T-12's for my Spring crop. This was my tomato and pepper setup, so it cost nothing extra. You can find how to videos on You Tube on building the hood.
