yes sir. the more diffuse the light is, the better is its penetration.
Totally true outside too. There is an engineer around here building power solar greenhouses showing hard evidence of his plants growing better under diffuse light (covered by a semi-transparent collector) than stressed by direct sunlight.

Quantumboard's and strips puts the light out in a more diffuse way as a COB, which almost acts like a point source, although the lights is also getting diffused by the phosphor layer.
So I see profits against single COB's on the quantumboard/strip side.

But if you use more, but lower driven COB's and spread them above the canopy the light becomes also more diffuse because of the multiple light sources.
If you want "outdoor penetration" you need to build a light dome with surrounding strips, boards or COB's. Like a suncloak, you know...?!
You can stick diffusers lens on the cobs, but 15% output loss......... diffuse coverings/lighting in greenhouses has shown a production bump due to the reduction in hotspots with low iron glass. 10lbs+ cannabis plants(high dli) are only possible outdoors in full/ direct light.

Talking about indoors under artificial lighting, same wattage, and efficiency will have same " penetration" with reflective material and overlap ..... reflectors/ secondary optics make the single light source argument moot anyways.

Diffuse as a Unit. One large piece of Greenhouse panel if in a tent, i would say.

I think, the old Mono LEDs with Lenses, with a large Panel con-caved over the entire grow would be something to wonder the benefits, because like said, the spectrum is so much smoother and indirect. But to get the true spectrum diffusion benifits over the entire grow, it would have to be "like a greenhouse" over the entire grow area. Ive done researching on this months ago, Solexx seems to be the one to try

Yeah, I've used these Ledil mixing lens with KB-80 reflectors on CXB3590‘s and meassured at least 3000-4000lx less on this side compared to an identic light without diffuser lens. Thank god, I got them cheap, 1$/pcs...

Not muddy the water here, but Bridgelux just came out with their GEN 2 EB strips.

175 lm/w at 27 watts. They also dropped down their FV requirement from 44 to 39, which is a huge help. I have been meaning to run a strip light that I built but haven't yet. I can't seem to find what the max wattage is on them. But the old ones would do 65 watts at 1400ma. So i would guess it about the same. But 10 of these over a 4x4 would do the job. They cost about 14 each, you are looking at 14c a watt for lighting, not to shabby.

LOL! If you did want to go turncoat and look at the M Series Gen2, take a look at the attachment. The tech guys from Samsung sent me it about a year ago so I would stop badgering them about specs. If it doesn't send properly ill email it to you.

Its an excel spread sheet, its a bit clunky to use the at first, just look for the drop downs and you'll get there.
