Stunted Growth, Possible Phosphorous Deficiency?

I'm growing two plants, they're currently in a mixture of MG organic potting soil and perlite. They started in some time-release potting soil that I got from the bf's mom, but I moved them when I discovered that this was a bad idea.

The first picture is of Linguini. The second picture is of Prego. They are the exact same age, are under the same lights, have the same soil mixture, have been watered the same amount, etc... As you can see, Linguini is a billion times huger than Prego (that's a AA battery I'm holding next to them).

Also, it's hard to see from the picture, but Prego has brown spots developing along the edges of its newer leaves.

I had always attributed the stunted growth to different genetics (they are grown from bagseed - I have no idea what strains they are), but why is Linguini growing healthily while Prego has brown spots? I thought it might be a phosphorous deficiency, or could it be damage from me moving them out of the time-release soil into the organic soil? this is my first grow, and nothing from the GrowFAQ's list of plant problems seems to match what I'm seeing exactly.

What kind of lights? How much light? Are you feeding them? What is your Ph? If you provide some more info someone will help you.

They are under CFL's. I have not fed them anything except water s they are only just over a week old. the PH is just under 7.

Forget deficiencies, you want my advice? Get them into some high peat content multi purpose compost. Get them out of anything MG and particularly Organic MG (unless organic MG has a high peat content), most organics are nothing more than half composted wood chips.

Also, put them in the right sized pots, you want 3 inch pots at this stage not a hoofing great big pot.

Listen to babygro, baygro knows whats up. If they are just one week I wouldn't worry too much. I've had plants that didn't seem to be keeping up with their "siblings" only to have them growth spurt in like the 3rd and 4th week. Good Luck and change the soil like Babygro says.

The soil has peat in it (the bag doesn't say how much though). They are in 6 inch pots. Is it really worth the stress of transplanting them into 3 inch pots, only to transplant them back again?

Also, why is this only affecting Prego?

Keep in mind they have already been moved once, and they're just babies!

Plants are like people at times they can react differently to similar situations. What kind of seeds are you using? There can be a lot of variation amongst the same strain.

I already said that I'm just using bagseed. I don't know what strains they are. It's my first grow and I didn't want to buy nice seeds until I actually know a little more about what I'm doing.
