Switch to LED.. Designing For VERY Small Space

Hello gang. I'm a non-marijuana grower and you guys here have taught me a tun about CFL's that lead to some great DIY light builds. 6 years ago i gave one to a friend. He still uses it today and refuses to use anything else for starting his garden seeds. I love to tinker and i'm working on a new project that's basically a mini greenhouse (light, temp, and humidity controlled) in a storage tote. The intent is to start seeds in this controlled environment and keep them going until it's time to transplant outdoors. Long story short, i'd like to go the LED route to light two totes.

Tote #1 inside dimensions are 12" high, 13.5" wide and 19" long. Roughly 1.5 sq ft.

Tote #2 inside dimensions are 12" high, 15" wide and 24" long. Slightly over 2 sq. ft.

Seed trays will wind up being somewhere between 6-9" away from the light source to begin with and move lower in the tote as they get bigger.

If i can get away with 1 or 2 COB's per tote that would be great. I just have no idea what an adequate amount of light would be to cover this space using LED. I'm open to using little 3w's also, or really anything that would fit customized spaces well.

I'm not incredibly worried about heat as a controller and exhaust fan will be in play here.

Already a part of the plan. The germination stage will fill the bottom of the tote with water to keep humidity high. Water will be heated with an aquarium heater and temp controller. When transferring to the larger tote humidity will be a separate controller with a foger to kick on when humidity is too low and a fan to kick on when humidity is too high. Heat during dark hours will be another controller and a blacked out light bulb + fan to blow the heat off the bulb, circulate air and keep the temp even.
