It was a generalization, based more on a lifetime of frustration dealing with anything government than on fact. It wasn't fair to all public servants, so I apologize. I do have issues with the way various departments are run, but I'm sure there are dedicated employees mixed in with the slackers. I've worked with my share of space wasters in the private sector too.....
I have issues with the fact that there are very few if any Caucasian speaking fluent English in any government run departments.

I worked for the gov a few times when I was younger, two different areas. I saw firsthand how pathetically inept many employees seemed to be. I decided not to pursue a career in government because I simply cannot work well in an environment that is not fast paced My Dad and ma-in-law both put 35 years in, and both often took work home when needed. They would get very upset when I made derogatory comments that generalized most gov workers as duds. I truly understand their chagrin with my attitude, but I simply cannot ignore the fact that most of my dealings with the gov have been terrible. I guess I just never managed to connect with a gov worker that was like them.
Suffice to say if someone started a database of experiences it would probably lean towards poor service. In the private sector, you either perform or hit the pavement. Without some accountability how can the gov ever improve their services. I have heard conversations that more or less showed greater concern for using their budgets than where the money is going. Once my Dad hit management he started to see the issue with productivity, and the lack of authorty to do anything about because of the union, but I do not want to get into a rant about that.
