I am saying that coerced tolerance is not tolerance at all. Will is making the point, with which I agree, that this probably won't end well:

We are going to discover whether a society can be congenial while its government is being coercive regarding wedding cakes and teams’ names.

The title should read: "The indispensable George Will"

Will truly is one of the best writers on the internet. I seldom read one of his columns without needing a dictionary, which will rule out a great many progs from ever even trying.
