these two plants .whats wrong?,pics.

these 2 plants are like stunted, they havent grown at all for 10 days, they have been topped,like the pic 1. but then topped again, i think i retopped them to soon.
how will they start to grow again, its just like they have stopped, and taking up space, from the growing plants.
why have they stopped growing.




may they just need potting on?. but ive cheaked, they arnt root bound, the plants are only 5 and 6" big, i topped them very young.

i started them under flo's for the first 5 weeks, while i topped.
i 1st topped at 3 weeks
then 4 weeks, then kept under flo's for 1 more week,
then i moved to 250 hps to vegg for 1 more week.
thats when they stopped growing
so, i have had back under flos for the last 10 days and they havent grown a bit, the new leaves are forming but the plant isnt growing bigger, even they are still on 24/0.
should i put em back under hps, or still keep under flos.?.

they need some sleep, take them off 24/0 20/4 or 18/6 is fine

do you think i could give them 48 darkness then put en straight into 12/12, or do they need more vegg time. i think i mite pot them on tomorow and give them a week of 18/6 and then goto 12/12. does that sound ok.
what do you think?.
