Think my girl is flowering to early !! pictures

Hey everyone, I got this plant given to me a few months back, I am growing it with cfls 3 6500k. I have been noticing that it is starting to grow white pistils and looks like it's starting to flower but it's to small for my liking, for the past week I have been doing 18/6 faithfully, before that I was bringing it outside during the day and back under the light's at night, also had a few days where it could of been little less then 18 hours, could that of done it ? If it is flowering what should I do to bring it back to veg state...please look at the pictures and tell me what you think. Thanks for the help.

Yah I might up it 20/4 just incase, read up on it and not to worried now, thanks for the help......p.s you no anything about bending (LST) I just started with twist ties should I aim the lights low on the main stem to get bottom colas going ? Appreciate it.
