thirps out of control

so i had to leave on work for a week and came back to a thirp and there babies all over a few sativas i have used neem oil ,go nats , and organocide with no luck at the moment there just starting to floweer so want to get it under control and there starting to spread to my indica wich are packed full of flowers and dnt want to spray them,,,,,, but looks like ime going to have to what do u guys recomend for a spray that can be srpayed on flowers
first outdoor grow ben doing indoor with no bug problems whatsoever so kinda new to the pest world
