Twin ladies, 1 happy, 1 not. Not sure why

Hi folks,

I planted 2 x RQS Special Queen 1 in mid-Sept. They popped and were planted the same day, and have been watered, fed and treated exactly the same, except for 1 difference - 1 was planted with a root powder stimulant that I got from Nirvana, and the other has no stimulant. That lady is thriving, whereas the one with root powder is very stunted and growing at a snails pace. She's also quite pale by comparison, cotyledons crispy and has some red/purple stems. My healthy lady in the grey pot is all green. Pics attached so you can see what I mean, and details of my set up here:

Strain: Royal Queen Seeds Special Queen 1
Set up: 0.6x0.6x1.4 tent indoors, 150W MH, 18/6 schedule.
Medium: 4 parts Biobizz light & 1 part perlite, planted in biodegradeable woody pots and placed directly into final pots.
Watered: Once a week or as needed, ph approx 6.5, Biobizz Grow & Bloom nutes introduced a week ago.
Age: 4.5 weeks

I used the root powder on my last 2 plant grow (white rhino from Nirvana) and while they did both reach harvest, the yield wasn't great and one of those plants as also very slow to grow, but nowhere near as poorly as my current lady. I blamed it on shitty seeds because I got them at a reduced price, but now I don't know....

Any thoughts, good people of Rollitup? :)
