Two 5x5 tents, best setup for $2000 IYO

I currently have 2 SunHut tents which are about 4.7 x 4.7 x 6.5, I also have a 600w HPS paired with a 300w apollo LED, also a 600w MH waiting to be used.

I have $2000 dollars to spend and was wondering what is the best way to get optimal results using these tents in your opinion?

I'm growing legally, however I'm in a apartment.
Meaning I have a circuit breaker obstacle and will have to run extension cords, and possibly use central air as a source of temperature regulation.(is this dumb?) I could purchase AC unit but it's additional wattage I have account for on my breakers.

• I've been growing in soil using FFOF but I'm considering trying coco
• I will be growing Northern Lights and Lemon Puff for my first grow
  
• What is an ideal amount of pots/size for a 5x5? (Considering five 5gal or four 7gal) - maybe scrog
  
• I'd like to buy new lights for at least my additional tent, considering purchasing 1000w hps

With what I have on hand, what would you purchase to help ensure a great grow op? Anything you would ditch? What methods would you use(scrog)? What gallon pot size would you use / how many? Thanks!

I've been creeping Rollitup and THCfarmer for the past week, and as much as I have learned and as many notes as I have taken, there is just a lot of opinions and banter about various methods. I figured I'd just post my own question before proceeding with further investment into my grow. Thank you all for your taking the time to read this and in advance for your help.
