Unpredictable, more independent Senate could hold up government's pot bill

Justin Trudeau's Liberal government plans to make recreational pot legal in Canada by July, but there may be one significant challenge to that timeline: the Senate.

The House of Commons is expected to punt Bill C-45 to the Red Chamber before Christmas for senators to pore over the government's proposed law.

That's when the marquee Liberal election promise could collide with another key Trudeau pledge: a more independent Senate.

As Conservative Sen. Ghislain Maltais sums it up, "there are 95 senators and as many opinions."

Members of Parliament and committees have already been wrestling with a host of concerns with the bill, from the proposed age limit of at least 18, whether police are properly prepared and the restrictions around growing marijuana at home.

Independent Sen. André Pratte said getting the legislation right is more important than the deadline.

"The deadline is a political deadline. It's not a court that imposed that deadline. It's the government that set that deadline. We have to take it into account but we also have to do our job seriously and that's what we'll do," he said.

It's more pressure on Tony Dean, the senator sponsoring the bill in the Upper Chamber. The Independent is promising to dig his heels in on the Canada Day deadline, saying too many young people are using marijuana under the current system

"My view is that every day of delay is a day in which more young Canadians are being harmed. Every day of delay is a day where young people are being criminalized," he said.

Dean said he has already sent briefing documents to his colleagues to review and is proposing a calendar for debates to keep things on track.

I said this a loooong time ago....it may not get past the senate=dead.
It'll pass...too many of them are either invested in or influenced by the Lousy Producers. Senator Larry Campbell is on my list of politicians involved with LP's...I just can't remember which one. Too much money and too many big players for it to stall, imo.

I guess we will see whose strings get pulled by whom...you are right though Chris they are all so tightly invested in their ground floor positions ........that
they will artificially inflate the entire market, with the free... be on my team shares ...that many politicians now possess ...as part of ther LP bribe packages used by the initial group of Harper... ass kissing LP's.;...

no..all they have to do is say.."yes buy from lps no you cannot grow rec yourselves"
They could try on the rec side and potentially get away with it (federally) but they can't change the medical side, that's already been established at the Supreme Court. If rec growing makes it through federally though, the provinces will have to comply, or at least until the first challenge in court.

It's all speculation right now of course, will be interesting to see how it goes in the senate.

Personally i can say i never trusted Justin Trudeau although i would have wished to be able to.

How early was it for you when some emerging doubt eventually became persistent? Can you beat this, for example?...

Anyway here's a simple way to concatenate what i think of the whole Liberal reform aimed at fixing prohibition once more, as if it might work just because now it's cap'tain Itnoc who's in command!!

I did not vote for him-I voted for the beard and decrimininalization immediately....always have thought the senate is where this will end.

I think it'll pass...for reasons stated previously. If, for some fluke, it stalls in senate, then what? I'd like to see them stop millions of Canadians, who have been promised legal by July 1, from ignoring Ottawa? The whole world is watching what Justin has promised will be the model to follow....

Maybe the Senate could finally put JT in his place! The government's idea on legalization isn't what the people want anyway.

Not arguing your point, but he/they can't circumvent the process. If it doesn't pass in the senate, it's done....it remains as illegal today as yesterday...the process has to start again.....
