What is wrong with my JTR?

This is my Jack the Ripper, it has been struggling in veg, while other plants have pushed ahead. What could be the issue here?

I tried to correct this by flushing the soil and not fertilizing, but after a few weeks conditions haven't improved.

Possibly magnesium or iron? Not molybdenum that darkness looks more like cold temps
