I have some question about cutting the top off..
,when can i do it?? Does it relate about level of the leaves??

It's because i plant my girls in the garden and it seems it has not enough light
that's make she streched and spindly..

cut it just above the third set of leaves. the branches that grow from the main stem will be your new main growth shoots. this is known as "topping" and is used to keep plants short and bushy.

P.S. if your plant is stretched move it closer to the light, if you are using cfl's plants can be within a couple inches.
