When should fans be turned on and off?

A little description of what is going on:

2 fem WW
2'd 3'w 4.5' high stealth cab
1 250w hps/mh (with cool hood)
2 65W flourex flood lights
8 27 watt CFL's
1 8 inch multispeed fan inside the cab
2 computer fans on top for exaust
2 computer fans on the bottom for intake

When should the fans be turned on and off?

Both these members are correct,never turn your fans off for several reasons.

Reason one is that moving air over & on the plants keeps them stimulated just like in a natural setting,your not just trying to get the plants proper lighting when you grow indoors, your trying to replicate the plants whole natural enviroment,this includes plant stimulation.

Another reason to leave the fans running 24/7 is mold,having fresh air moving at all times is the best way to assure your grow area does not get moldy,all air has mold spores in it,even in non grow areas of the home,if just one mold spore gets a foot hold in the room the mold spreads very quickly,if one spore lodges itself within a bud it can ruin the entire bud,mold spreads fast.

Fresh moving air at all times is the best way to prevent & get rid of mold,much better than any cleaner or chemical.

Im worried about it getting to cold in there.
The interior fan can go to its lowest setting?
This Apt is drafty...not so tight after 100 years of shifting...

No fan at all for germinating though, correct?
i dont because he first time i did the plant grew not to good so iwaut like a week!
im not going to lie i dont have my fan on at night right now! just because my basement hits as low as 50 at night!
