When to change lights

I have 12 plants just getting to the fourth node and I have them under a 125 cfl at 18 hrs and was going to put them under a 400w mh.

Is it to early to move them and how close to the light should my plants be?

pictures and measurements help more than anything

pictures I have but have not posted yet but they are only 4" and are pure indica.

u could use that type of light now that kinda light helps with vegging so it would be ok
plus it might help better then that cfl light has more power and lumens
just have good ventilation and make sure the light aint to close to burn ur plant
