Where to buy seeds with no problems

I ask this question because I see a lot of this but no definitive answer.

I live in California, US and need quality seeds. Who will send seeds to the US discreetly (nobody will know what it is whatsoever), who is going to actually send the seeds and not keep my money, who sends it the fastest and any other newbie questions about the "Who" that I didn't ask.

Please post links or answers and not insults as I am very new and want my experience to be the best.

i live in australia and there are strict quarantine laws here but i purchased some jack herer from ganjaland (although there sight has een down for almost a year, and two seperate orders from nirvana (snow white, and big bud cross northern lights) they all arrived ok. nirvana was the quickest and the seed came is a really clever way

Been a while since I've been there now but I think you can contribute by sending in your advice and the guy who runs the page rates those companies with small stars, the more stars the better.

Nirvana ripped me off. Be careful when people say good things about a seed bank, they probably work for them.

Nirvana is super discreet. You will lagh when you see how discreet it is...took me a lil while to find the seeds...I was confused since it said Nirvana ------ on it and was tagged as a promo item....best service ever
