Why the hell so much difference in growth?

Both plants are 7 weeks old C99 except that the small one took 3 more days to germinate. I'm growing im DWC in exact containers and same ferts and conditions but as you can see, the small one is WAY smaller and it is only 3 days younger. This is winter harvest here in a beautiful Mexican beach under sunlight (only 7- 8 hours of direct sun) so I added a supplementary LED light for extra 6 hours on the small one see if it can catch up but no real difference in growth rate. Why so much difference?

Unless a plant is grown from clone, there will be variations. Some, like yours, more pronounced than others.

Yeah, they are both grown from seeds not clones. I also took clones from them, so in other words, if I wanted to reproduce the or clone them the better choice would be the big one, right?

Keep both clones alive until they're 5 or 6 weeks into flower. By then you should have a good idea of which one is gonna be the winner. I think a lot of people will keep their clones alive until they actually harvest and smoke the buds. Thats the only way to be 100% sure you're keeping the one that has the effects you want.

So, are you saying that even the smallest one could produce better effects/potency, etc.?

Yes, my last round my runt ended up producing the best overall. This round, the runt was a seed that only grew out of 1 side, now it is shorter and not as bushy as the rest, not taking as much water as the rest, but I'll ride her out and see what happens.

I had an extra seed and planned to throw the runt out, but the extra seed popped and died, never grew out at all, so I had to keep the runt.

I always have a runt, no matter what I do.
