Will my 400w mh\hps lights charge these solar fans?

These solar lights are super cheap, I could get a few of them to save on electric and blow the hotspot right under my cool tube up towards the CF. I use a stationary regular fan right now

Another member on here by the name of homer371 tried that, didn;t work under his CFL's, so he sent it to me...Only worked under my 400w when I clipped it to the reflector and had the solar cell a few inches from the bulb. It's cheap solar technology, not exactly state of the art...Plus, they're really small and don't push much air.
