Will this setup work?

Will the vegging setup he has in this video really work? At 2:14 he shows a very simple vegging setup with one floro strip with one bulb. Will this provide my plants with the light they need?

I have alot more complex setup; with a metal halide... my friend wants to buy it, if this setup will work I can sell my friend my current light source, and I can spend like $30 for this setup, because I never grow more than 5 plants.

that one floro is fine for the plants till theyre about 2 weeks old, after that youll want to increase their light by alot, stick with the MH

I only want to grow like 5 plants if I got one of these I would get one with the same length but with two of these bulbs ansd I wouls get some extra cash alond with a lower light bill each month... could I veg for a month efficently with the same setup but with two bulbs then?
