If you set it by a window and yell at it for a while, it might stop yellowing. Otherwise, It's gonna involve h2o some how.

Yes, it will. But foliar feeding may be what he is looking for. Personally, I use a soil that drains well. If I need to do something and it is already wet, I would just put the plant in the tub and water with something to correct the issue.

Have you checked the pH of the plant's soil?

I found that peppers do not like any cold temps.....at all. Like daytime temps should be well over 80 to 85 degrees.
