Yellowing leaves, tiny white larvae/worms in soil and lower plant.

Hi folks,
In week 5 of flowering of some white russians in a scrog. One of my plants leaves all started yellowing and I could not figure out why. I watered and on the surface of the soil was a bunch of little white bugs, tiny little things, hundreds of them. I sprayed with neem, the next day there seemed to be some mold growing on the surface of the soil. I have now found them in another pot. They are very small white worms or larvae that move around, hard to take a picture of. Think micro rice grains that walk about, hundreds of them. I am now finding some on the stalks and buds of the yellowing plant. They seem to fall right off if I wipe it with my finger, but little white particles float into the air. Worried these guys are gonna hit critical mass and mess my whole crop, hope you all can help.

Added some pictures, found a little web or cocoon on some of the buds. Looking at my soil is actually a little scary there are so many different little bugs, I guess its organic.
